@LombardiHimselfShould probably be a unwritten rule going forward: An opposing team must earn their first points. Shanahan declining that penalty gave Denver a free opportunity to break the shutout. I'd say the 49ers defense deserved the benefit of Shanahan's doubt but they didn't get it
